What is the meaning of Proverbs 10:13-14, In the lips of him that has understanding wisdom is found: but a rod is for the back of him that is void of understanding. Wise men lay up knowledge: but the mouth of the foolish is near destruction. Where will your mouth lead you to?

have knowledge and speak wisdom
In the lips of him that hath understanding wisdom is found: but a rod is for the back of him that is void of understanding. Wise men lay up knowledge: but the mouth of the foolish is near destruction (Proverbs 10:13-14)
The wise men are those who believe in the Word of God, submit to the Word, be taught and corrected by the Word, and do what the Word of God has commanded to do. They shall build their lives upon the Rock; Jesus Christ; the living Word.
Because they believe the Word, renew their mind with the Word, and be doers of the Word, they shall walk in the wisdom and knowledge of God. The wisdom and knowledge are laid up in their heart.
When wise men speak, the words they speak comes out of their heart. Due to the fact, that the Word dwells in the heart of the wise men, they shall also speak words of knowledge and wisdom. They shall speak words after God’s will, instead of their will and the will of the world. Words of peace, truth, and life will come out of their mouth
The mouth of the righteous speaks wisdom, and his tongue talks of judgment. The law of his God is in his heart; none of his steps shall slide (Psalm 37:30-31)
The mouth of the foolish speaks destruction
But the fools are those, who don’t believe in God and reject the Word of God. They may hear the Word of God, but they are not doers of the Word. Their minds stay carnal and line up with the mind of the world. They possess the wisdom and knowledge of the world and walk according to this knowledge.
But the Bible says that the wisdom and knowledge of the world are foolishness to God.
The wisdom and knowledge of the world dwell in the heart of the foolish. Because of that, they speak words of destruction, instead of life and peace.
Eventually the foolish will be judged by their own words and shall be thrown in the outer darkness.
Thy tongue devises mischiefs; like a sharp razor, working deceitfully. Thou lovest evil more than good; and lying rather than to speak righteousness. Selah. Thou lovest all devouring words, O thou deceitful tongue. God shall likewise destroy thee for ever, He shall take thee away, and pluck thee out of thy dwelling place, and root thee out of the land of the living (Psalm 52:2-5)
Jesus came to save the world
Jesus came to save the world. He took all the sins and iniquities of the world upon Himself. Everyone who believes in Him and accepts Him as Saviour and Lord, repents of his sins, becomes a new creation and walk in His commandments, shall be saved.
They have been redeemed by the blood of Jesus and won’t have to be punished for their sins. Because Jesus took the punishment, which was meant for the sinners. Therefore the believers in Christ, who are born again in Him, won’t be punished. Because they are no longer sinners. The blood of Jesus has cleansed them and made them holy and righteous.
But the person, who judges and rejects Jesus (the Word), shall eventually be judged and rejected by the Word; Jesus Christ.
But with righteousness shall he judge the poor, and reprove with equity for the meek of the earth:
and he shall smite the earth with the rod of his mouth, and with the breath of his lips shall he slay the wicked (Isaiah 11:4 )
He that rejects Me, and receives not My words, has One that judges him: the Word that I have spoken, the same shall judge him in the last day (John 12:48 )
